City Engineer

The City of Berkley utilizes the firm of Hubbell, Roth and Clark for enhancements to its infrastructure, including roads and water/sewer systems.

Meet Your City Engineer:

Thomas E. Biehl, P.E. represents Hubbell, Roth & Clark, Inc. (HRC) as Principal-in-Charge of general engineering services for a number of communities in Southeast Michigan. Mr. Biehl oversees all aspects of municipal infrastructure improvements, from planning and design to construction administration. Mr. Biehl has over 26 years of professional experience and holds a bachelor’s degree in Civil Engineering and a master’s degree in Environmental Engineering from Michigan State University. He is a licensed Professional Engineer in the State of Michigan and in the State of Ohio.

Founded in 1915 by Clarence W. Hubbell in the City of Detroit, HRC is now one of the largest civil engineering firms in the state of Michigan, offering engineering and architectural services to municipal, industrial and private clients.
